Efren Carrillo appointed to Sonoma Clean Power board


Sonoma County Supervisor Efren Carrillo has joined the board overseeing Sonoma Clean Power, a shakeup that could give additional momentum to the supervisor’s bid to regain his political portfolio even while he remains under a legal cloud from his July arrest.

The move, unforeseen until this week and the cause of some minor conflict at county headquarters, was one of several leadership changes that headlined business for the new public power agency at its monthly meeting Thursday.

Carrillo, who was highly involved in the venture’s early rollout, leading a county committee that pushed the program forward, said he was pleased to be officially rejoining Sonoma Clean Power.

“I’m just as excited about this initiative today as I was three to four years ago when I learned about it,” he said.

The program, touted as a greener, competitively priced alternative to PG&E, is set to begin service in May to its first wave of 20,000 customers, most of which will be commercial accounts.

But Thursday was also likely a bittersweet moment for Carrillo.

Last year, the two-term 5th District supervisor was widely expected to earn one of the county’s two seats on the power agency’s eight-member board. Supervisor Shirlee Zane was the lock and eventual nominee for the other.

But Carrillo’s July 13 predawn arrest outside a Santa Rosa woman’s home, his subsequent five-week seclusion from public life — reportedly for treatment of alcohol addiction — and ongoing criminal case prompted him to be passed over for the post in favor of Supervisor Susan Gorin, now Sonoma Clean Power’s chairwoman.

The snub was one of several county and statewide leadership posts Carrillo missed out on or gave up in the aftermath of his arrest.

He has reclaimed some of those roles and earned new ones, even with his misdemeanor peeking case still in plea bargain talks. But his board seat on the power agency — a high-profile countywide venture — is likely the strongest signal yet of his attempt to regain his political footing as his sharpest critics continue to call for his resignation.

In an interview Thursday, Carrillo brushed off the suggestion of politics playing into the move, saying his interest in the power agency stemmed from his longtime involvement in energy, climate change and natural resource issues.

“This is just an opportunity to work with my colleagues in the cities and the public to fulfill the vision that we have for this program,” he said.

Carrillo replaces Zane, who voiced some displeasure with the move Thursday.

“Initially, I have to tell you, I wasn’t happy about it,” she said in an interview.

The selection, which Carrillo requested, came Tuesday from Board of Supervisors Chairman David Rabbitt, who assigns supervisors roles on three dozen county, regional and state boards or bodies.

Zane added, however, that she agreed with Rabbitt’s ultimate intent, to rebalance the supervisors’ assignments, which gave twice as many roles last year to her as to Carrillo and Gorin.

“The truth is, in hindsight, this is a good thing,” Zane said. “And I think if there’s anyone who deserves a seat on that board, it’s Efren.”

In the other leadership changes, Santa Rosa City Council members Julie Combs and Gary Wysocky took their seats Thursday as new appointees to the power board.

They replaced Vice Mayor Robin Swinth, who stepped down last month to focus on other council duties, and Councilman Jake Ours, who announced last month that he won’t run for re-election.

The agency’s relatively light agenda included a discussion of its new website, outgoing enrollment notices to customers and an upcoming series of community forums.

    This whole handling of the effin’ carrillo issue reeks to high heaven. It amazes me how a true felony gets plead down to a misdemeanor and this problem child gets coddled by the local legal system. Truly disgusting and shameful, especially toward the victim.

    Rabbitt is currently running for reelection unapposed. One would hope (at least I do) that someone with a name would pop up to run against him. Now that he’s appointed Efren to this board Rabbitt has becomes less electable. I’m still irritated that Pam Torliatt got reamed at the last minute by the Rabbitt people with the help of the Press Democrat. And, remember, the same thing happened with Rue Furch’s run against Efren who would have REPRESENTED that district and not rich friends with money.

    Please, some progressive from this district RUN AGAINST HIM. I will work for you and so will ALL THE UNIONS and progressive groups in the county.

    I received my automatic enrollment into the Sonoma Clean Power letter 2 days before this article. I fully disagree with my council redirecting my accounts to a different organization (regardless of the merits).

    With Perv Carrillo in charge, I will now issue my “Opt Out”.

    Let that be a note of concern for the “Lords of Sonoma”

    Of course they make it all “legal” in their created world where payoffs are disguised as normal business.

    The Water Agency is a prime example. They spend millions here, millions there for things that have NOTHING to do with water delivery. Audit the Water Agency ! And SMART, and Sonoma Greed Power !

As the hour draws nearer for the initial rollout of Sonoma Clean Power, it seems hugely coincidental that Chairman of the Sonoma County Board of Supervisors, David Rabbitt, would “pull a rabbitt out of the hat” and reward Sonoma County’s most shameful politician with the plum political position which he, Effie Boy, has been desirous of all along. How on earth could David Rabbitt and the other members of the Sonoma County Board of supervisors sign off on this after being aware of the disturbing, sordid details of both the shameful San Diego incident and his most recent nocturnal transgression back in July of 2013? This pathetic excuse of a politician has demonostrated with disturbing regularity that he is not in possession of clear faculties nor sound judgment. First of all, when you are lucky enough to get elected to a lofty position on the Sonoma County Board of Supervisors, you DO NOT frequent sleezy, slimy nightclubs and get in bar fights which result in a man being knocked unconscious. Second, you DO NOT EVEN THINK ABOUT violating a woman’s right to feel safe in her own home. You make a decision to leave high school and all of the vestiges of juvenile life behind and make a genuine concerted effort to do honor to the lofty office to which you were elected.
    I am deeply disturbed by this most recent appointment and will continue to speak out against it and expose it for what it truly is: tacit acquiescence for Efren Carrillo’s shameful conduct in an effort to place him back on the path to political paradise. Let us hope that ALL of the great citizens of our great county will see this farsical sham for what it truly is, will raise their voices against it – and will express their collective opinion at the ballot box and not allow it to happen.

    It’s been said before, but warrants repeating: If any average guy had done what Carrillo did, they would be 6 months into a 5 to 10 year prison sentence by now.

    Rabbitt and Zane obviously have incredibly short memories. They joined the other stupidvisors in chastising Carrillo shortly after his July 13 arrest. Yet here they are already back in full support as if nothing ever happened. Shame on them.

    On the other hand, something as full of lies, spin, promises not intended to be kept and political kickbacks such as Sonoma Greed Power deserves Carrillo. They go together so very well.

    We in Sonoma County want, need and most of all deserve better people than Rabbitt, Zane and Carrillo in positions of power.

    So dissappointing, that Zane and Rabbitt have actually given more county employment to the SEXUAL PREDATOR Efren Carrillo. Carrillo has shown himself to be totally lacking in integrity and respect for women, by failing to publicly apologize to both the woman he was attempting to take advantage of, and to us, the public, in addition to ignoring all requests for his resignation. It is SHAMEFUL that Zane and Rabbitt now are in lockstep denial of Carrillo’s crime.

    What a sad commentary on our Board of Supervisors. They are being really insensitive to women in general. I have four daughters and Efren’s attempted sexual exploitation of a single woman in her own home is beyond the pale of civilized decency and morality. He is a pervert and really should resign so that the West County can be properly represented by a decent, moral person. This does not speak well for the other members of the board–they seem to siding and abetting Efren–trivializing criminal behavior against women.

    It is absolutely amazing what politicians get away with. Any normal employee who pulled the garbage that Carillo pulled would have been fired instantly. Yet, as an employee of the people, it doesn’t matter what they do.

    This guy has serious problems. The guy who appointed him has serious problems. Oh well, just another day in the most corrupt political system in the world.

    And not instead of being shunned as the pariah he is, he now pulls this position.
