The interesting thing about an ICLEI town is that others make decisions about your life. Council Of Governments (COGs), ABAG, other NGO’s.
Elected officials are to rubber stamp ICLEI’s directive. And to lodge a charade that resembles a rub, and genuine decision making like we were taught in civics class.
So things look normal on the surface.
The city manager (un-elected) holds more control than the mayor.

Just like a little Soviet.

Complete with gulags.

With EVERYTHING controlled by the state.
