Councilman Mark Landman was the top spender in the November Cotati City Council election, according to campaign finance reports filed this week.
Landman spent $6,777 in his successful bid to keep the seat that he was appointed to in 2009.
Councilwoman Pat Gilardi, who also was elected, was the second-biggest spender. A council member since 2000, she spent $6,502 on her campaign.
There were three candidates running for two seats.
Former councilman George Barich spent $4,408 in an unsuccessful bid to regain the seat from which he was recalled in 2009 after about a year in office.
He who spends the most in any election normally wins the seat. With Mark Landman spending $141.00 per month over 4 years and the return investment is $259.00 per month plus health benefits.
